The US Department of Commerce's Bureau of Industry and Security (BIS) has issued an interim final rule imposing a 100% domestic sales requirement on certain black mass and recycled tungsten products. At the BIR conference in Malaga, Spain, ReMA (Recycled Materials Association) President Robin Wiener and Vice President of International Trade Adam Schaffer expressed support for strengthening critical mineral supply chains, but warned that exports are a necessary pressure relief valve when domestic processing capacity is insufficient, and voiced concern that the scope of controls could expand; ReMA is preparing an analysis of the share of recycled materials in the defense supply chain. For the metal powder industry: export controls on tungsten and black mass directly impact trade flows of tungsten recyclables and recycled tungsten powder; if controls expand, cross-border supply and pricing of tungsten powder (especially recycled tungsten powder) will be significantly affected.
